POSITION OBJECTIVE:
The Health Informatics Specialist plays a key role in the ongoing optimization, evolution, and future-state design of Niagara Health's Oracle Health Millenium clinical information system, supporting safe, efficient, and high-quality care delivery across the organization. This role focuses on collaborating with multidisciplinary teams, ensuring the successful integration of workflows into the HIS, and supporting staff through the transition. The Specialist will be responsible for gathering requirements, translating them into system specifications, and assisting in system testing, training, and support.
Depending on organizational priorities, the role may be deployed directly to future-state design work or support operational optimization to enable other team members to focus on new activities. This position may necessitate periodic availability beyond standard business hours, including on-call support during system updates, critical incidents, or other time-bound events.
KEY RESPONSIBILITIES:
Clinical Systems Optimization and Design Translation:
o Support continuous optimization and future-state design of enterprise clinical systems to align with evolving clinical and operational workflows
o Translate clinical and operational workflows into build-ready design and configuration requirements, ensuring solutions are scalable, clinically safe, and operationally sustainable
o Participate in system testing activities, including integration, functional testing, and user acceptance testing (UAT), to support safe deployment of changes
o Lead optimization activities informed by user feedback, workflow analysis, and emerging healthcare standards
o Assess proposed clinical enhancements and translate them into system change requests or workflow improvement recommendations
o Collaborate with IT and clinical partners to ensure seamless integration between the core clinical system and ancillary systems, including laboratory, diagnostic imaging, and external partner systems
o Perform targeted reviews and audits to support data integrity, system performance, and regulatory compliance
Clinical Engagement and Change Enablement:
o Support clinical understanding and adoption of workflows and system functionality
o Facilitate communication between clinical teams and IT regarding system changes, workflow impacts and improvement opportunities
o Develop clear, user-focused communication and reference materials to support sustained adoption and safe system use
Systems Integration and Optimization:
o Continuously analyze and evaluate the HIS to identify opportunities for system optimization and workflow improvements
o Work with leaders to gather feedback and implement changes that enhance user experience and patient outcomes
o Collaborate with IT and departments to ensure seamless integration between the HIS and other systems (e.g., EHR, lab systems, radiology systems)
o Support initiatives that enhance interoperability with external healthcare partners, ensuring the efficient sharing of patient data across systems
Data Enablement and Operational Insight:
o Support data enablement activities that inform adoption monitoring, workflow effectiveness, quality improvement, and regulatory reporting
o Contribute to data migration and validation activities to ensure information supports clinical workflows and reporting requirements
Clinical and Partner Collaboration:
o Work collaboratively with clinical, IT, vendors, and operational partners to align system solutions with organizational priorities
o Liaise with external vendors and consultants as needed to support issue resolution and ensure system stability
Clinical Quality, Safety and Regulatory Alignment:
o Monitor and ensure the HIS complies with all relevant healthcare regulations, including data privacy laws and documentation standards
o Assist in quality improvement projects by leveraging HIS data to analyze outcomes and suggest process enhancements
QUALIFICATIONS:
Education:
o Bachelor's degree in Health Informatics, Health Information Management, or a related field
o Certification in Health Informatics or related field is an asset
Experience:
o Minimum of 3-5 years of experience in informatics or health IT in a healthcare setting, preferably acute care
o Demonstrated experience with HIS implementation, including user training and support
o Experience with Oracle Health Millenium is a strong asset; experience with other large-scale acute care HER platforms will also be considered
Skills:
o Strong understanding of operational and clinical workflows in an acute care setting
o Ability to communicate effectively with clinical and non-clinical partners
o Proficiency in project management principles, with the ability to manage multiple priorities
o Familiarity with the structure, workflows, configuration concepts within large enterprise EHR platforms, ideally Oracle Health Millenium
o Analytical skills for assessing data, identifying trends, and implementing improvements
o Experience with change management and user adoption strategies in a healthcare setting

o Problem-Solving: Ability to troubleshoot and resolve system issues, ensuring minimal disruption to operations
o Team Collaboration: Excellent collaboration skills with the ability to work cross-functionally between IT, clinical, and operational teams
o Adaptability: Ability to thrive in a fast-paced, high-pressure environment, particularly during the Go-Live and post-implementation phases
