POSITION OBJECTIVE:
Reporting to the Director, Service Planning and Operational Readiness, the Clinical Specialist will be a key member of the Service Planning and Operational Readiness team, which oversees both the South Niagara Hospital Project and the Welland Hospital Redevelopment.
We are seeking a Clinical Specialist to support the programs and services at the South Niagara and Welland Hospitals throughout the Service Planning (Design), and the Operational Readiness, and Transition phases of their respective project(s).
In this role, the Clinical Specialist will collaborate with the Director, Operational Readiness, the Director, Welland Redevelopment, and the Chief Planning Officer to achieve key milestones and deliverables that prepare the organization for successful planning and activation of the Welland and South Niagara Hospitals as per their approved project plans. Acting as a subject matter expert, the Clinical Specialist will work closely with assigned departmental and unit leadership, staff, physicians, and other internal and external effective parties.
Key responsibilities include supporting operational design decision-making, operational and transition planning, and training and orientation for assigned super users to ensure a smooth transition and readiness for operational launch.
Clinical Project Specialists will identify issues and report up to Director Service Planning and Operational Readiness and Chief Planning Officer for resolution.
RESPONSIBILITIES:
o Lead and coordinate all Operational Readiness activities to support the design, planning, and implementation of future service delivery models, workflows, and operational principles for the assigned programs and services
o Utilize strong project management, communication, and consensus-building skills to guide teams toward achieving project milestones and deliverables
o Represent assigned clinical programs and services during design development, ensuring clinical flows, operational requirements, and best practices are upheld throughout planning phases
o Develop and implement strategies to support timely decision-making, change management, and transition readiness for all user groups
o Lead and mentor super user teams in executing readiness initiatives, including training, operational design validation, and the development of Opening Day plans
o Collaborate with clinical and non-clinical teams to integrate patient experience principles, the 7 Flows of Healthcare, and LEAN methodologies into operational planning
o Review project drawings and documentation to ensure the quality and functionality of operational design and workflows
o Identify and coordinate transition activities, including workflow redesign, policy/procedure development, and new supply or equipment requirements
o Support the planning and delivery of education and training programs to ensure staff and physicians are prepared for activation of the new site
o Lead and coordinate move planning and transition execution, ensuring safe, efficient, and patient-centered transfers to the new facility
o Monitor key indicators, risks, and outcomes, and implement mitigation strategies in collaboration with departmental and project leadership
o Apply advanced negotiation and conflict resolution skills to build consensus among internal and external effective parties and maintain project alignment
o Provide regular updates and presentations to project committees, hospital leadership, and internal/external effective parties
o Partner with internal and external effective parties, including Campus Development, FFE, and ICAT teams, to coordinate integrated readiness priorities
o Support the Director, Operational Readiness and Chief Planning Officer in achieving all project objectives and ensuring successful activation of the Welland Site
QUALIFICATIONS:
o College Diploma/University Degree with a concentration in nursing, or allied health professional
o Member in good standing of a regulated healthcare professional college
o Demonstrated experience leading a major change initiative in a healthcare setting
o Demonstrated experience working on a redevelopment project including experience reading project documents and reviewing architectural drawings
o Excellent interpersonal, communication and organizations skills
o Experience organizing/facilitating meetings and/or leading committees or working groups
o Ability to effectively manage multiple project activities simultaneously, meeting deadlines and managing change is essential
o Experience working on cross functional teams including collecting and incorporating feedback from finance, logistics, infection control into operational processes
o Experience with negotiating and consensus building
o Strong conflict resolution skills including problem solving in a complex system environment
o Excellent written and organizational skills including preparing and making presentations
o Advanced skill level required for MS Work, Excel, Power Point, Outlook and email applications
o Ability to develop project schedules, implement and continuously monitor schedule activities and manage schedule risk mitigation
o Excellent knowledge of electronic forms and the Internet
o Ability to maintain confidentiality at all times
o Must be able to work in a fast past environment, prioritize activities and be detail oriented
o Flexible, self-directed, ability to work independently and as a team player
o Excellent work performance and attendance record is essential
o CAPM or PMP designation is considered an asset
o Experience in project management, preferable in a Health Care environment
o Familiarity with LHIN and Ministry of Health Capital Planning Process and Infrastructure Ontario AFP delivery methods considered an asset
