POSITION OBJECTIVE:
Under the direction of the Niagara Health Project Directors (Design; and Transaction & Construction), the Project Manager (PM) will provide leadership, support and provide professional expertise into the contract administration and implementation of the Stage 5 project development.
As an integral part of the project development team, the PM will bring a broad understanding of clinical and technical design requirements, construction expertise, and project management knowledge to the Stage 5 implementation of the project.
The PM will support the project's contract administration, management and implementation of all 5 phases of the Stage 5 work, including the integration and coordination of phase 1 design finalization, construction documentation; phase 2 construction; phase 3 commissioning; phase 4 substantial completion requirements; and, phase 5 facility activation / transition & move; all in accordance with the project's Project Agreement (PA).
The PM will work with other Project Managers, and the entire Project Development Team to support the execution of the Stage 5 project implementation structure (PIS) and undertake their works in accordance with the project development review protocol (PDRP). They will play an integral role in the works of the Integrated Delivery Teams (IDTs) that have been established and interface with NH User Groups; Project Consultants; External Advisors, Stakeholders; and the Project Company (PCo) responsible for the contract execution.
AUTHORITY/DECISION MAKING
The PM will support decision making, and issues resolution throughout the Stage 5 implementation period and work with the Senior Project Managers (SPMs) to resolve ongoing project development requirements in accordance with the project agreement. The PM will facilitate project development issues by working with and leveraging the subject matter expertise of other Redevelopment Team members (Integrated Delivery Teams) to ensure the timely and coordinated resolution of project requirements.
Issues will be identified, reviewed and resolved, and / or escalated through the project implementation structure to the appropriate approval and decision making bodies. The PM will undertake day to day decision making requirements to advance the project within the established parameters of the project agreement, project scope, schedule and budget. They will work with the SPMs and the Project Directors to determine those issues that require additional review and approval whether through established committees and teams or through escalation to the appropriate approval body.
The PM(s) will participate on the NH - Project Management Team, attend Works Committee meetings, Owner-Architect-Contractor (OAC) meetings and other committees as required in order to carry out their project development responsibilities.
GENERAL RESPONSIBILITIES:
o Support the management and implementation of the overall project development;
o Support the management and implementation of the project implementation structure (PIS);
o Support the management and implementation of the project development review protocol (PDRP);
o Provide input, coordination and resolution to the design finalization phase 1 of the project and lead specific Program (Clinical or Support Service) or Project (Off-site Infrastructure, Site Works, Mech., Struct., Electrical) focus areas;
o Manage design finalization through conformance evaluation of the Output Specifications and issue resolution.
o Manage construction contract administration in accordance with the requirements of the Project Agreement.
o Support the development of progress reporting for those reports specific to Infrastructure Ontario, the PA , MoH requirements, NHS Board of Directors, Communications Team, both internally and externally as required;
o Attend, as required, all project related meetings with the NH Redevelopment Team, IDTs, IO, Project Co. and other project partners both internally and externally as required.
o Ensure appropriate decision making and agreement are obtained from required parties in the resolution of project development related issues;
o Work with Project Directors to identify project development related risk throughout the stage 5 development period;
o Provide open communication and support effective collaboration with entire Redevelopment Team, external consultants, advisors and sponsors to ensure a cohesive approach to successful project delivery;
o Address project development issues in coordination with the Planning, Design & Compliance (PDC) team, Infrastructure Ontario, and Project Co.
o Undertake the management of project databases, issues logs and the project variations / change order process for the Project
DESIGN FINALIZATION/CONTRACT DOCUMENTATION:
o Liaise with project users (clinical and non-clinical) and other stakeholders to ensure needs are addressed and issues resolved to meet objectives of the project;
o Manage design development Work Submittal reviews;
o Respond to Requests for Information from the PCo;
o Participate in Mockup reviews;
o Working with Redevelopment Team, the Hospital User Groups, PDC and PCo, assist with and facilitate / lead the coordination of the project's design finalization, resolution of final planning and design issues and the development of the contract documentation all in accordance with the project specific Output Specifications (OS) and all other requirements of the PA;
o Working with Redevelopment Team, Planning Design & Conformance Team (PDC) and PCo, ensure that the project's construction documentation and construction implementation requirements are implemented in accordance with the PA;
o Manage requirements to coordinate Arch., Mech., Elec., Struct., ICAT building services and facility infrastructure requirements to ensure seemly delivery of hospital output specification requirements;
o Undertake the project development review protocol (PDRP) that has been established to monitor and resolve design finalization and construction document issues in a timely manner
CONSTRUCTION/COMMISSIONING/FACTILITY ACTIVATION:
o Working with Redevelopment Team, PDC and PCo, ensure compliance that the project's construction implementation is occurring in accordance with the PA;
o Working with Redevelopment Team, PDC and PCo, ensure the ongoing conformance of the final output specification requirements as developed within the construction documentation are undertaken and implemented on-site;
o Work with the Project Director(s) to execute all requirements of the PA in accordance with the projects scope, schedule and approved construction budget;
o Manage requirements to coordinate Arch., Mech., Elec., Struct., ICAT building services, FF&E and facility infrastructure requirements to ensure seemly delivery of hospital output specification requirements;
o Undertake the project development review protocol (PDRP) that has been established to monitor and resolve project construction development issues in a timely manner;
o Work with Niagara Health Commissioning agent, PCo, and others to ensure the timely activation of the building requirements;
o Coordinate the resolution of design, construction and contractual issues that arise as a result of construction implementation issues that arise on-site;
o Conduct on-site reviews of construction development;
o Liaise with project users (clinical and non-clinical) and other stakeholders to ensure needs are addressed and issues resolved to meet objectives of the project.
o Provide input into the preparation of deficiency lists (punch lists) in association with stakeholders and external consultants where applicable and work directly with the PCo to bring resolution to outstanding issues;
o Support and liaise with the NH Move and Transition efforts as required to coordinate turn over requirements, orientation and training activities, achieve substantial completion requirements, and ensure the activation of the new facility
MUNICIPAL APPROVALS & OFF-SITE INFRASTRUCTURE WORKS:
o Support the Project Directors in the development of all municipal reviews, approvals and enabling works in support of the project;
o Provide liaison between the Municipal / Regional partners and PCo where required in order to facilitate and align NH project requirements;
o Support the evaluation of RFP's for, as well as the development of background reports and studies that support the project work, those of 3rd party providers and others as required
o Work with the Operational Planning / Readiness Team to coordination service planning and operational readiness planning as required throughout all phases of Stage 5 in order to align project design, construction, completion and activation requirements;
o Facilitate links to user groups and the redevelopment project team, act as the conduit for project related discussions regarding infrastructure/building systems/major equipment requirements
QUALIFICATIONS:
o Diploma or Degree in Architecture, Construction Management, or Engineering where project management forms part of curriculum;
o 3 - 10+ years in related field;
o Accredited membership in related fields with the applicable Professional Association an asset;
o Significant project management experience as part of a healthcare capital planning project is an asset;
o Project planning, design, and construction implementation skills;
o On-site construction review/inspection experience is a key asset;
o Experience in a clinical hospital setting is an asset.
o Proven experience in effectively managing diverse teams of project consultants, specialists and user groups;
o Able to work in a fast paced, results and schedule driven team environment;
o PMP designation is an asset;
o Detailed understanding of construction methods and processes;
o Solid understanding of building systems & infrastructure;
o Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards;
o Sustainable Design/LEED/WELL experience is an asset;
o Understanding of Infrastructure Ontario project delivery method, in particular, the design-build-finance-maintain project agreement is an asset;
o Highly developed influencing, communications and presentation skills;
o Consultation, negotiation and consensus building skills;
o Experience in finding positive solutions to complex issues and problems with a variety of stakeholders;
o Ability to maintain confidentiality at all times;
o Excellent interpersonal, communication, and organizational skills;
o Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential;
o Well versed MS Project, SharePoint and Microsoft Office Suite;
