The Vice President, Diagnostics and Chief Information Officer provides vision and leadership for developing and implementing information technology initiatives across Niagara Health, and providing an innovative, patient-centred approach to diagnostic and lab services. This position directs the planning and implementation of enterprise IT systems in accordance with the purpose and core values of the NH, and enables results within our strategic plan. The successful candidate will be responsible for implementing the ICT Strategic Plan and for leading the implementation of a new Comprehensive Electronic Health Record. In addition, this role provides strategic leadership and oversight of our diagnostic and lab services. Reporting directly to the President, and as a member of the executive team, the successful candidate will work collaboratively with front line staff, leaders, the executive team, the Board of Directors and community leaders to achieve organizational goals.
Specifically, the VP, Diagnostics and Chief Information Officer is responsible for:
o Elevating our technology strategy and building enterprise wide innovation in support of our organizational strategic plan;
o Collaborating with Niagara Ontario Health Team partners on technology innovations to enable seamless care/transitions.
o Driving a patient-centred approach to diagnostic and lab services through people, processes, and systems;
o Authorizing and overseeing the deployment, monitoring, maintenance, development, and support of all hardware and software based on hospital wide needs;
o Developing configuration and monitoring standards for network performance, and patient care standards, and implements and monitors controls to ensure the standards are maintained;
o Developing and implementing all IT, diagnostic, and lab policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, patient care, and service provision;
o Overseeing negotiation and administration of vendor, consultant and service contracts;
o Maintaining awareness of changing IT and diagnostic trends and regulations which might impact the hospital and take corrective action as required;
o Developing an annual budget, providing justification when needed. Reviewing and comparing actual results to planned budgetary performance;
o Leads, coaches, mentors team members to help them realize their potential;
o This role's success is dependent on strong leadership, working collaboratively with others and fostering effective relationships.
QUALIFICATIONS:
Experience/Education
o A minimum of 10 years leadership experience.
o 5 years' experience in a healthcare environment preferred.
o Master's degree in information technology, healthcare administration, business or related field or a combination of formal education and experience.
o Deep understanding of the health care system and experience working in complex clinical environments.
o Experience implementing an enterprise-wide electronic health information system an asset.
o Proven record of accomplishment in strategic leadership in information technology and diagnostic services, implementation, monitoring and reporting, preferably in the broader public sector.
o Demonstrated operational experience to lead and manage professional, diverse teams.
o Demonstrated experience in effective internal and external relationship building.
o Experience with negotiations, conflict management and negotiation skills to facilitate resolution of complex or contentious issues.
o PMP designation or demonstrated experience in project management leadership for complex multi-user group projects.
