POSITION OBJECTIVE:
Under the direction of the Senior Project Design Manager, the Senior Project Specialist: Design and Construction will provide support and professional expertise to the South Niagara Hospital capital project. As an integral part of the redevelopment project team the Senior Project Specialist: Design and Construction will bring a broad understanding of project delivery under the Infrastructure Ontario AFP model, and the Ministry of Health and Long Term Care Capital Planning Process. The Senior Project Specialist: Design and Construction will support the management of the Stage 3 and Stage 4 work, including the integration and coordination of all design matters in the Output Specifications, Project Agreement, DBFM RFP, and Construction. The Senior Project Specialist: Design and Construction will support the interface between NH Stakeholders and User Groups with the project consultants, advisor, and Project Co.
AUTHORITY/DECISION MAKING
The Senior Project Specialist: Design and Construction will support decision making throughout the Stage 3 (PSOS Development), Stage 4 (Design Development), Stage 5 (Implementation) and Stage 6 (Occupancy) phases. Issues will be identified and escalated through the Senior Design Manger up to the Chief Planning Offices/Executive Team as required.
Decisions affecting schedule and budget will follow the formal approval process for the project.
RESPONSIBILITIES
o Support the management of the overall development, input, coordination and integration of the design into the project work and documentation, including but not limited to Output Specifications (PSOS), , RFQ, RFP, Project Agreements, Enabling Works and Municipal Approvals.
o Work in collaboration with the project team, external consultants, advisors and sponsors to identify and achieve project goals
o Support the development of presentations/progress reporting for Infrastructure Ontario, MoH, NHS Board of Directors, Communications Team, Foundation, internal and external stakeholders
o Attend, as required, all project related meetings with Exec Team, MoH, LHIN, IO, Project Co. and other project partners
o Ensure appropriate decisions and signoffs are obtained from required partners, Representatives and Senior Leadership
o Work with PM to identify work project related risk throughout the project
o Provide open communication and support effective collaboration with entire project team to ensure cohesive approach to successful project delivery
o Assists Senior Design Manger to resolve planning and design issues with Infrastructure Ontario, the MoHLTC, the Planning, Design & Compliance (PDC) team and ProjectCo
o Assist Senior Design Manger in the scope development and evaluation of RFQ's and RFP's throughout the project
o Output Specifications, RFQ, RFP, Project Agreement
o Working with PDC and Redevelopment team to ensure the PSOS documents clearly reflect the Project Design Vision, NH Requirements, and are clearly documented and measureable
o Support the Senior Design Manger with the Stage 3 and Stage 4 submission to the MOHLTC
o Coordination the design with, and contribute to, the Operational Readiness Planning as required
o NH representative at multiple user groups throughout the project, assist with defining design/technical details of the facility (site, building, infrastructure), in coordination with the program development.
o Facilitate links to all user groups and the redevelopment project team, act as the conduit for project related discussions regarding design of infrastructure/building systems design/major equipment requirements
o Active participant in the AFP RFP and Project Agreement development and review process
o Support the Senior Design Manger in the RFP Open Period including active participation in project management meetings, design presentation meetings, commercially confidential meetings, RFI responses, Addendum preparation and RFP Evaluation & Section
o Municipal Approvals and Enabling Works
o Support Senior Manger: Transaction and Construction in the development of all municipal approvals and enabling works in support of the project
o Support the evaluation of RFP's for, as well as the development of background reports and studies that support the project work.
o Support the Senior Manager Design during the Implementation and Occupancy phases.
QUALIFICATIONS:
o Diploma or Degree in Architecture, Construction Management, Engineering where project management forms part of curriculum;
o 5-10+ years in related field;
o Accredited Member with the applicable Professional Association an asset;
o Significant project management experience as part of a healthcare capital planning project;
o Project planning, development and implementation skills;
o Proven experience in effectively managing diverse teams of project consultants, specialists and user groups;
o Able to work in a fast paced, results and schedule driven team environment;
o PMP designation is an asset;
o Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is required;
o Detailed understanding of construction methods and processes;
o Solid understanding of building systems & infrastructure;
o Experience with municipal building permit applications process;
o Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards;
o Sustainable Design/LEED experience;
o Understanding of LHIN and MoH capital project processes;
o Understanding of Infrastructure Ontario AFP project delivery method;
o Highly developed influencing, communications and presentation skills;
o Consultation, negotiation and consensus building skills;
o Experience in finding positive solutions to complex issues and problems with a variety of stakeholders;
o Ability to maintain confidentiality at all times;
o Excellent interpersonal, communication, and organizational skills;
o Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential;
o Well versed with Revit, AutoCAD, MS Project, Sharepoint and Microsoft Office Suite;
o Experience in a clinical hospital setting is an asset.
