POSITION OBJECTIVE:
Niagara Health is seeking an experienced individual to maintain, plan and develop the overall Emergency Management, Continuity of Operations, and Fire Safety strategies for Niagara Health, a multi-site hospital, with responsibility for the overall planning and development of the hospital's emergency management framework.
The Emergency Management Specialist will facilitate the overall planning and development of Niagara Health's emergency management framework in keeping with industry standards that advance prevention, mitigation, response and recovery elements of emergency management. Reporting to the Manager, Risk, the successful incumbent will act as the domain expert for emergency management and business continuity; be a key member of the Emergency Management Committee; facilitate the advancement of the corporate business continuity plan working with key partners in the development and implementation of emergency and business continuity plans; develop, implement and evaluate emergency management training; develop and review emergency management policies and procedures; ensure the emergency management and business continuity plans are aligned with key legislative and regulatory requirements; support the coordination of planned and unplanned essential service downtimes; liaise with municipal and provincial stakeholders to coordinate emergency management activities. This role also leads the organization's commitment to the Accessibility for Ontarians Disabilities Act (AODA) ensuring compliance with all legislative and regulatory requirements.
The role will include, but not necessarily be limited to the following duties;
o Plan, develop and implement training, awareness and exercise activities;
o Develop hazard-specific plans to promote the Niagara Health's emergency response to disruption of service when operations must remain active (e.g. wide scale blackouts, planned service interruptions, inclement weather events, etc.);
o Organize, develop and facilitate emergency preparedness training exercises for multi-disciplinary teams throughout NH utilizing mock emergency scenarios;
o Communicate and coordinate emergency planning protocols with Emergency Services (Police, Fire & Ambulance), third party responders (Red Cross, 211, etc.), the Region of Niagara and community partners;
o Liaise with the Fire Services of the City of St. Catharines, the City of Niagara Falls, the town of Port Colbourne, the town of Fort Erie, and the town of Welland to ensure fire safety compliance, conduct and host tours, inspections and investigations while fostering working relationships and mutual understanding;
o Participate in and support the Emergency Management Committee, including coordination of meetings, agendas and minutes;
o Oversee the preparation and assist in the assembly of the Emergency Operation Centre (EOC) in conjunction with the EOC Director;
o Represent the hospital on local emergency planning and response committees as required.
QUALIFICATIONS:
o Undergraduate degree from a recognized university in an Emergency Management or healthcare related field or equivalent experience and qualifications;
o Three to five years emergency management experience, preferable in healthcare;
o Consideration given to those with prior experience in pandemic planning, health and safety and/or emergency management;
o Project management experience is an asset;
o Excellent planning, analytical and organizational skills;
o Ability to gather and synthesize data to reach understanding of situations;
o Results driven and focussed on stakeholder success;
o Evidence of effective organizational, interpersonal, leadership, judgment, critical thinking and decision-making skills;
o Proficient computer skills in Microsoft Word, Excel, and PowerPoint;
o Ability to meet deadlines and prioritize tasks accordingly;
o Excellent written and oral communication skills;
o Ability to work effectively within a multi-disciplinary team;
o Flexible, self-directed and able to work effectively with minimal supervision;
o Able to travel between sites;
o Consistent and regular attendance required.
