POSITION OBJECTIVE:
As one of the leader in the Niagara Health Redevelopment Office and an integral part of the overall Project Team and under the direction of the Chief Planning Officer, the Senior Transaction / Construction Manager will provide design and technical leadership for the South Niagara Capital Project. The Senior Transaction / Construction Manager will bring a broad understanding of clinical planning, site planning, design, contract documents, procurement, and construction for projects delivered using a Public-Private-Partnership (P3) model. The Senior Transaction / Construction Manager should have a good working knowledge of the policies, procedures, and processes of the Ministry of Health and Long Term Care and Infrastructure Ontario. The Senior Transaction / Construction Manager should have good project and design management skills, as well as strong inter-personal skills.
AUTHORITY/DECISION MAKING
The Senior Transaction / Construction Manager will be accountable for executing the approved Project Scope, Schedule and Budget, through the many phases of the project, and is responsible for the management of Project Technical Staff and Consultants. Issues affecting the approved Project Scope, Schedule, and Budget will be identified and escalated up to the Chief Planning Officer/Executive Team as required.
The Senior Transaction / Construction Manager will facilitate effective and timely decision making throughout the development and execution of the Project. The Senior Transaction / Construction Manager will ensure the timely delivery of all project deliverables to meet major project milestones: Design Program, Functional Program, Site Plan, Design Development and PSOS Development, Transaction Document Development, Procurement, and Construction phase of the project.
Decisions affecting schedule and budget will follow the formal approval process for the project.
o Overall responsibility of leading and managing the Project Internal (staff) and External (consultants) Design & Technical Team and working closely with the Project Senior Design Manager, Project Clinical Director, and the Senior Project Manager;
o Oversee the project technical team in development of all project documentation, provide input into the development of project plans, output specifications, workflow designs, operational improvements and implementation schedules;
o Work in collaboration with the entire project team, external consultants, advisors and sponsors to identify and achieve project goals
o Lead open communication and effective collaboration with entire project team to ensure cohesive approach to successful project delivery
o Work closely and effectively with internal project resources in procurement, quality, bio-medical, information communication technology, facilities, and engineering.
Design Management
o Building on the Project Road Map and Schedule, secure resources (internally with human resources and externally with procurement) required to deliver the project in a timely manner;
o Assist Chief Planning Officer in the scope development and evaluation of RFQ's and RFP's throughout the project;
o Working closely with the Senior Design Manager, create and manage identified technical risk, including identifying, assessing, monitoring and tracking technical risks and resolving issues particularly as they relate to the overall project success, including construction;
o Develop a Performance Management Report / Dashboard to ensure that all elements of the hospitals Program are being achieved at all stages of the project.
Governance and Communication
o Attend as required all project related meetings with Exec Team, MoHLTC, LHIN, IO, Project Co. and other project partners
o Develop presentations/progress reporting for Infrastructure Ontario, MoHLTC, NHS Board of Directors, Senior Project Transaction / Construction Managers, Communications Team, Foundation, internal and external stakeholders.
o Ensure appropriate decisions and signoffs are obtained from required partners, Representatives and Senior Leadership
o Assist with communication planning and stakeholder engagement
Site Planning and Enabling Works
o Collaborate with all external stakeholders and partners, including the City of Niagara Falls, Niagara Region and Ministries (Transportation, Environment).
o Work closely with Niagara's partners (Municipality, City, Utilities) and their consultants to facilitate the implementation of the Enabling Works;
o Coordinate the work of the Site Plan report and the PDC RFP;
o Work closely with the PDC and Authorities Having Jurisdiction (AHJ) to achieved a Site Plan Approval (Stage 2)
Design and Contract Documents (PSOS) and Project Agreement (PA)
o Working with the PDC team ensure PSOS and PA development reflects NH requirements, are clearly documented and measurable, are of exceptional quality and in line with NH vision for delivery of health care and the Design Program;
o Integrate all aspects of the project into the technical documents, including FF&E, ICAT, and Sustainability (LEED/Energy);
o Ensure NH representatives are at multiple user groups throughout the project, assist with defining design/technical details of the programs for the purposes of informing: physical design and furniture/equipment requirements;
o Facilitate links to all user groups and the redevelopment project team, act as the conduit for all project related discussions regarding design of infrastructure/building systems design/major equipment requirements;
o NH representative at multiple overarching user groups including groups dedicated to site, building, infrastructure and sustainability;
o Coordinate with the Operational Readiness requirements in the PSOS to facilitate a smooth transition into operations;
o Lead development of Project Agreement Schedules (as required);
o Oversee the framework for the RFP Evaluation Process and align it with the Design Performance Management Framework;
o Working closely with the IO and the PDC, lead NH Capital Project and Engineering Departments throughout project life span to ensure consistent approach to infrastructure design between all NH sites.
Procurement
o Working closely with the IO and the PDC, lead the hospitals engagement during Open Period in regards to the technical submissions;
o Working closely with the IO and the PDC, lead the hospitals engagement during the Closed Period in regards to the technical submissions and evaluation;
o Active participant in the P3 RFP review process (TBC);
Construction
o Assists Chief Planning Officer to resolve planning and design issues with Infrastructure Ontario, the MoHLTC, the Planning, Design & Compliance (PDC) team and ProjectCo
o Identify and facilitate resolution of design/planning issues at the program level, escalate to Senior Leadership as required
o In collaboration with redevelopment project team review all documents, drawings and submissions
o Coordinate Transition Planning and Move work
o Coordinate Project Closeout
QUALIFICATIONS:
o Diploma or Degree in Architecture, Construction Management, Engineering where project management forms part of curriculum
o 10+ years in related field
o Accredited Member with the applicable Professional Association
o Significant project management experience as part of a healthcare capital planning project
o Senior level project planning, development and implementation skills
o Proven experience in effectively managing diverse teams of project consultants, specialists and user groups
o Able to work in a fast paced, results and schedule driven team environment
o PMP designation is an asset
o Knowledge of Broader Public Sector Procurement Directive and guidelines and best practices for construction procurement processes is required
o Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is required
o Detailed understanding of construction methods and processes
o Solid understanding of building systems & infrastructure
o Experience with municipal building permit applications process
o Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards
o Sustainable Design/LEED experience
o Decommissioning experience
o Solid understanding of LHIN and MoHLTC capital project processes
o Solid understanding of Infrastructure Ontario P3 project delivery method
o Highly developed influencing, communications and presentation skills
o Consultation, negotiation and consensus building skills
o Experience in finding positive solutions to complex issues and problems with a variety of stakeholders
o Ability to maintain confidentiality at all times
o Excellent interpersonal, communication, and organizational skills
o Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential
o Well versed with Revit, AutoCAD, MS Project, Sharepoint and Microsoft Office Suite
o Experience in a clinical hospital setting is an asset
