POSITION OBJECTIVE:
The Director Service Planning and Operational Readiness is a key leadership position in the Hospital responsible for leading, planning, executing and evaluation all Service Planning, Operational Readiness and Transition Planning initiatives for the Design Build Finance and Maintain (DBFM) South Niagara Hospital Redevelopment project, including the Post-Occupancy Evaluation. Reporting to the Chief Planning Officer, the Director will play an integral role in bringing expertise of leadership, service planning (clinical, clinical support, and non-clinical support), organizational, and operational perspectives to the planning, design and implementation processes for the new hospital build in Niagara Falls, to ensure high quality, efficiency and effectiveness on day one of operations, and beyond. In addition, the Director is responsible for leading the Redevelopment Post-Occupancy Evaluation project, endorsed by the Ontario Ministry of Health and Long-Term Care (MoHLTC), to evaluate outcomes of the new hospital development.
AUTHORITY/DECISION MAKING
The Director Service Planning and Operational Readiness will facilitate decision making at all levels within the hospital, including the Leadership Team, Directors, Managers, Physicians and staff. This position will Co-Chair the Organizational Readiness Committee which will report into the Executive Steering Committee.
Decisions affecting scope, schedule and budget will follow formal approval process established for the project.
RESPONSIBILITIES
The South Niagara Project is currently seeking approval of the Stage 2 Functional Program.
• Support the Redevelopment Team to facilitate the final approvals of the Stage 2 Functional Program
• Starting in spring 2020, lead the development of the Stage 3 Project Specific Output Specification (PSOS) Service Plan (clinical, clinical support, non-clinical support) and Operational Readiness Plan for the South Niagara Redevelopment Hospital Project.
• Provide direction and accountability to implement all service planning and operational readiness projects, schedules, budgets, tasks, resources, stakeholder engagement, project management and change management required to support a successful development of a new hospital and a successful transition into the new hospital, in consultation with internal and external stakeholders.
• Initiate and prepare regular reports, schedules and presentations as required.
• Provide hospital-wide leadership and structure for Service Planning and Operational Readiness. This includes guidance and support for multi-disciplinary teams to review and/or modify clinical/clinical support/non-clinical and operational practices for implementation in the new hospital, supporting the 7 flows of healthcare.
• Work directly and collaboratively with internal partners (Executive team, Directors, Managers, all staff, physicians, patients and families) and external partners (Infrastructure Ontario (IO), The MOH, The Planning, Design and Conformance (PDC) Team, Scheduler, Project Co., consultants) to direct the service planning and operational readiness initiatives of the new hospital at each stage of the Redevelopment project.
• Initiate strategies and maintain an integrated approach with Clinical, Clinical Support, and Non-Clinical Support Service Leadership teams (Executive and Directors), and NH committees to develop future models of care, encourage quality/process improvements, ensure emerging clinical trends, support best practices and evidence-based design approaches, and identify project impacts in the decision making process to reflect the project’s mission, vision and values.
• Develop and implement a Project Management Plan to support staff through each stage of the Redevelopment project.
• Develop and implement a Change Management Plan, in conjunction with Human Resources, to support all stakeholders through each stage of the Redevelopment project.
• Develop and assume accountability for the Risk Register for Planning and Operational Readiness, integrating all aspects of the Hospital’s Service Planning and Operational Readiness plans and schedules, including those at the program/service and project level.
• Identify and ensure resolution of risks in a timely manner, consistent with the project schedule and within the approved budget. Coordinate with all stakeholders including consultants to mitigate risks.
• Advise the Chief Planning Officer regarding risk management and risk mitigation strategies related to Service Planning and Operational Readiness project schedule, project budget, stakeholder engagement strategies, change management strategies, etc.
• Develop, integrate and coordinate new hospital designs and service plans into the Operational Readiness and Transition Plans, projects, schedules and risks, in collaboration with other subject matter expertise in the Redevelopment Office to support all Hospital-wide strategies and activities.
• Evaluate and analyze changing priorities, trends, emerging issues and legislative requirements, and integrate into the Service and Operational Readiness planning activities as necessary.
• Lead the Service Plan development of the Project Specific Output Specifications (PSOS) with key internal and external stakeholders and ensure directions are implemented and adhered to in all stages of the Redevelopment project.
• Lead, prepare and evaluate Request for Proposals as required. Manage and monitor contracts to ensure required activities are undertaken, deliverables are met and invoices are processed.
• Ensure decisions and sign-offs are obtained from user groups and the Leadership Team as appropriate.
• Establish and/or lead committees as appropriate.
• Lead and manage Redevelopment project direct reports to achieve success in all deliverables.
Service Planning
• Lead the Hospital’s Service Planning and provide direction and accountability to implement all schedules, budgets, tasks, resources, stakeholder engagement, project management and change management.
• Lead service planning (clinical, clinical support, and non-clinical support) input into the development of project plans, output specifications, workflow designs, operational improvements and implementation schedules in collaboration with the Redevelopment project team, internal partners, external partners, the PDC team, scheduler, and Project Co.
• Oversee and support multiple user groups throughout the project to assist with defining operational details of the programs for the purposes of informing design, furniture/fixtures/equipment requirements and operational readiness plans.
• Review and support the development of the PSOS with key internal and external stakeholders, and ensure directions are implemented and adhered to in all stages of the Redevelopment project.
• Direct the process of research to inform design of spaces to support high quality operational processes including literature reviews and site visits.
• Collaborate with the project team, internal stakeholders, external consultants and advisors, to identify and achieve project goals.
• Facilitate links to non-clinical user groups and the Redevelopment project team; act as the conduit for all project-related clinical discussions.
• Identify and facilitate resolution of service planning issues at the program level and escalate to Leadership Team as required.
• Ensure appropriate decisions and signoffs are obtained from all internal and external stakeholders.
• Assist Chief Planning Officer to resolve service planning and design issues with Infrastructure Ontario, the MoHLTC, the PDC team and Project Co.
Operational Readiness and Transition Planning
• Lead the Hospital’s Operational Readiness and Transition Plan and provide direction and accountability to implement all projects, schedules, budgets, tasks, resources, stakeholder engagement, project management and change management required to support a successful transition into the new hospital in consultation with internal and external stakeholders.
• Work directly and collaboratively with internal partners, external partners, the PDC team, scheduler, Project Co., and Operational Readiness consultants to direct the Operational Readiness and Transition plan of the new hospital at each stage of the Redevelopment project.
• Develop and assume accountability for the Risk Register for Operational Readiness, integrating all aspects of the hospital’s Operational Readiness plans and schedules, including those at the program/service and project level.
• Identify and ensure resolution of Operational Readiness risks in a timely manner, consistent with the project schedule and within the approved budget. Coordinate with all stakeholders including consultants to mitigate risks.
• Provide hospital-wide leadership and structure for Operational Readiness and Transition Planning. This includes guidance and support for Operational Readiness teams to review and/or modify clinical/clinical support/non-clinical and operational practices for implementation in the new hospital.
• Initiate strategies for the development of future models of care and quality/process improvements to support best practices, emerging trends and facility plans for the new hospital.
• Ensure evidence-based approaches and quality practices are embedded into Operational Readiness and Transition Planning activities and outcomes; monitor and communicate progress against strategic plans. Lead the establishment of transition plans and manage all aspects of the patient move to the new facility by collaborating with the project team, transition advisors, clinical program representatives and staff.
• Lead and coordinate with the equipment procurement team regarding identification, evaluation and ultimate selection of clinical equipment.
• Develop & implement a Project Management and Change Management plan to support all internal stakeholders through each stage of the project.
• Work with Organizational Development to create and implement a staff and physician educational program to support the change management program for transitioning to the new site.
POE
• In collaboration with the Chief Planning Officer and with support of the MOH, the Director will be a key support in the leadership, development, implementation and evaluation of all Post-Occupancy Evaluation (POE) activities, associated with the Design Build Finance & Maintain (DBFM) hospital project.
• Lead the strategic planning, participation, monitoring and evaluation of all POE deliverables in conjunction with the Redevelopment, including scope, schedule, budget, risk management, survey development/implementation/evaluation, Research Ethics Board submittals, stakeholder engagement, data collection and analysis, lessons learned overviews, publications, conference presentations, etc.
• Oversee progress of the Redevelopment’s POE Plan and advise the Chief Planning Officer on risk mitigation plans for schedule, budget, stakeholder engagement, etc. Initiate and prepare regular reports and presentations to internal and external stakeholders, including the MoHLTC as required.
• Identify and ensure resolution of POE related risks in a timely manner, consistent with the POE project schedule, new hospital project schedule, and within the approved budget.
• Work in close collaboration with the Hospital’s Research department to ensure coordination of all POE efforts.
• Prepare and submit manuscripts/articles for publishing and provide presentations to external colleagues at international conferences.
General
• Provide regular reports, presentation and advice to the Leadership Team, Hospital and Board committees on Service Planning, Operational Readiness and Transition Planning, and POE as required.
• Recruit and manage direct reports as required.
• Source, manage, coach and evaluate external consultants and students as required, and liaise with applicable education institutions.
• Assist the Chief Planning Officer in the scope development and evaluation of RFQ’s and RFP’s throughout the project.
• Review and evaluate all documents, drawings and submissions related to clinical programs.
• Manage and monitor contracts to ensure required activities are undertaken and deliverables are met.
• Established and/or lead committees as appropriate.
• Liaise with the Redevelopment Communications Director to develop communication requirements for Service Planning, Operational Readiness and Transition Planning and POE portfolios, including stakeholder engagement and user group participation.
• Participate in all project-related meetings with the Leadership Team, MOH, IO, Project Co., etc.
• Develop and/or contribute to presentations and progress reporting for IO, MOH, NHS Board of Directors, Communications Team, Foundation, internal and external stakeholders, etc.
QUALIFICATIONS:
o Bachelor of Science in Nursing or Allied Health Profession
o Master's preparation, (e.g. MScN, MHSc, MHA, MBA) or equivalent combination of formal education, development and work experience considered as asset
o Registered or eligible for registration as a regulated health professional
o Three plus years of service planning and operational experience in health care management
o Service Planning Experience
o Operational Readiness planning experience
o Capital planning experience
o Strategic planning experience
o Project Management experience as part of a healthcare capital planning project
o Qualification in Evidence Based Design Accreditation and Certification (EDAC) considered an asset
o A solid understanding of the complexity and interdependent patient care processes within service planning for a healthcare organization
o Demonstrated understanding of current and emerging trends and best practices in use in the health care sector
o Solid project management, organizational abilities and change management skills in engaging teams to build consensus and support for change initiatives in order to provide quality patient care
o Experience leading professional staff, including coaching, managing performance and fostering a collaborative, productive and team-based work environment
o Proven team player with strong communication and collaborative skills
o Demonstrated excellence in interpersonal, written and verbal communication skills including, ability to demonstrate tact and diplomacy with varied groups of stakeholders
