POSITION OBJECTIVE:

The Project Manager, Welland Redevelopment will undertake all required project management activities and provide leadership, support and professional expertise into the planning and implementation of the Welland Redevelopment project work, including coping project work, as well as the long term redevelopment project planning.

As an integral part of the project team, the incumbent will bring a broad understanding of clinical and technical design management, construction management, and project management knowledge to the project for the following works
o Welland coping project (to be implemented in alignment with South Niagara Hospital opening)
o Welland hospital redevelopment

The incumbent will work with the Director, Welland Redevelopment, to interface with Niagara Health user groups, project consultants, external advisors, and all interested and affected parties. The incumbent will support proposals to the ministry of health in order to advance the various projects through the Ministry's Hospital Capital Planning process, through to design, construction and completion.
As a member of the broader redevelopment team, the incumbent will also work with all members of the South Niagara Hospital project team to ensure alignment between the South Niagara Hospital and Welland projects, and the successful opening of SNH.


RESPONSIBILITIES:
o Support the development of the documentation and project manage the process of design development, request for proposals and contracts for consultants and contractor(s) for the Welland coping project
o Work in collaboration with the internal users and external consultants and advisors in project managing the execution of the overall project (approvals, planning, engagements, implementation, transition, etc.)
o Assist in the establishment of the project budget and schedule and track the progress of the project accordingly
o Prepare monthly reports outlining progress of works, updates on budget and schedule as well as risk management updates
o Prepare project related information that is to be included in regular reports to NH Executive Committee, and the Ministry of Health
o Attend project related meetings with NH users, Ministry of Health and other project partners both internally and externally
o Identify project risks and issues together with mitigation measures for evaluation with the Director
o Identify the need and manage the process to obtain appropriate approvals and agreements from required parties in a timely manner and as required
o Communicate openly and collaborate with entire Redevelopment Team, external consultants, advisors and sponsors to ensure a cohesive approach to successful project delivery
o Any other work as directed by the Director to the support the SNH project delivery
o Lead clinical and non-clinical program users' inputs in the development of design / design requirements in close coordination with the Redevelopment Team, consultants and the contractor
o Coordinate the development of the design requirements for all disciplines (Architectural, Mechanical, Electrical, Structural, ICAT building services, facility infrastructure, etc.)
o Continually liaise with project users (clinical and non-clinical) and other affected internal and external parties to ensure needs are addressed and issues resolved to meet the objectives of the project
o Undertake design management responsibilities, as required, throughout the project implementation stage
o Develop processes for and manage design issues logs
o Support the Director in the management of the consultant and contractor contracts, upon execution
o Lead the change management tracking process, including the confirmation of the required design related changes, identification of contractual implications, verification of change order cost and schedule impacts with input from consultants as well as oversight of associated NH approvals process
o Identify any risks and/or issues associated with claims and disputes and support the Director in developing mitigation measures and resolution strategies
o Working with Redevelopment Team, consultants and the contractor to ensure that the project's construction implementation is occurring in conformance with the project documents
o Work with the Director(s) to oversee the execution of the project in accordance with the projects scope (including quality expectations), schedule and project budget
o Coordinate the resolution of day-to-day design, construction, commissioning and contractual issues that arise
o Conduct on-site reviews of ongoing construction and commissioning works
o Liaise with project users (clinical and non-clinical) and other internal and external affected parties to ensure needs are addressed and issues resolved to meet objectives of the project
o Lead the preparation of deficiency lists (punch lists) in coordination with affected parties and external consultants where applicable and work directly with the contractor to bring resolution to outstanding issues
o Support and liaise with the SNH Move and Transition efforts as required to achieve successful transition when SNH opens, and legacy sites close


QUALIFICATIONS
o Diploma or Degree in Architecture, Construction Management, or Engineering where project management forms part of curriculum
o 5 - 10+ years in related field
o Proven experience in effectively managing diverse teams of project consultants, specialists and user groups
o Demonstrated project planning, design, and construction implementation experience
o Demonstrated understanding of construction methods and processes
o Demonstrated ability to work in a fast paced, results and schedule driven team environment
o Highly developed communication and presentation skills
o Experience in finding positive solutions to complex issues and problems with a variety of internal and external affected parties
o Excellent interpersonal, communication, and organizational skills
o Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential
o Well versed Microsoft Office Suite, Microsoft Teams, and SharePoint
o Solid understanding of building systems & infrastructure
o Experience in Revu Bluebeam is an asset
o Sustainable Design/LEED/WELL experience is an asset
o Accredited membership in related fields with the applicable Professional Association is an asset
o Significant project management experience as part of a healthcare capital planning project is an asset
o Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards is an asset
o Experience in overseeing commissioning activities is an asset
o PMP designation is an asset
o Demonstrated understanding of the Ministry of Health Hospital Capital Planning process is an asset
